The spectacular expansion of private higher education(PHE) over now more than a half century is most oftenquantitatively depicted by rising raw enrollment, as well asby the rising private share of total enrollment. PHE now hasmore than 60 million students, a third of the world’s total.
Private growth can be seen as largely complementaryto public growth, as public enrollment growth has itselfbeen unprecedented in its raw magnitude. But it is likewisevalid to recognize a distinct casualty of private expansion—the near disappearance of public monopoly.
