Dr. Chavez is a Peruvian researcher specialized in higher education studies. She worked as a Higher Education Specialist at the Peruvian National Superintendency of Higher Education during the university reform process between 2016-2023. She earned a doctoral degree in Sociology at the Pontificia Universidad de Católica of Perú and a Masters in Human Rights at the Universidad Carlos III de Madrid. Her research areas are institutional reforms and education policy, private higher education, gender equality and the right to education. Carmela has been a university lecturer for almost 15 years in Peru and consultant in Spain, Peru and Chile. She is a member of the Peruvian Educational Research Society.
